Alvin E. Prather, born in Washington, D.C., is a
fifth generation native of the Washington metropolitan area. In 1974, he received his B.S. degree from the American University, Washington, D.C. In 1979, he received his J.D. degree from the Georgetown University Law Center, Washington, D.C. During his last year at the Law Center, Mr. Prather was selected by the Georgetown Criminal Justice Clinical Program for its year-long clinical program in the District of Columbia courts.
Following his graduation, Mr. Prather was selected for a year long clerkship with Judge Robert L. Kunzig of the (then) U.S. Court of Claims, now U.S. Court of Appeals for the Federal Circuit in Washington, D.C.
Since then, Mr. Prather has been a member of the Office of Chief Counsel, Business Law Division, U.S. Army Research Laboratory ("ARL"). There, he counsels the ARL Director and staff, technical and contracting personnel on all phases of federal acquisition law, including research and development, small business, service, construction, grants, cooperative agreements, "other transactions" (pursuant to 10 U.S.C. 2371), testing agreements, and ADPE contracts. As the ARL Protest Coordinator, Mr. Prather litigates protest cases before the U.S. Comptroller General.
Mr. Prather is a member of the following Bars:
District of Columbia Bar;
U.S. District Court for the District of Columbia; Bar Association of the District of Columbia; and U.S. Court of Appeals, District of Columbia and Fourth circuits.
