The Law Office of Alvin E. Prather takes pride in providing quality legal services for the varied needs of business enterprises and individuals in Washington, District of Columbia. The focus of our practice is on Estate Planning, Wills and Trusts, and Business Contract law.

Our firm practices in the following areas:

Estate Planning:

  • Wills;
  • Living Wills, or directives to physicians, designed to anticipate the possibility of a terminal accident or illness;
  • Trusts;
  • Revocable Trusts (or Living Trusts), designed to provide a management vehicle in the event of incapacity and to facilitate probate;
  • Durable Powers of Attorney, designed to facilitate property management, particularly in the event of incapacity;
  • Durable Powers of Attorney for Health Care, pursuant to which a designated individual or individuals will make health care decisions, where necessary, for an incapacitated individual; and
  • Probate

General Business:

  • Formation and administration of District of Columbia Corporations and Partnerships;

  • Preparation of employment contracts, distribution agreements and other business contracts; and

Government Contracts:

Mr. Prather has served for over seventeen years as a staff attorney in the Business Law Division of a federal executive agency. During that time, his primary focus has been on federal procurements. Hence, federal conflict of interest and ethics laws may preclude Mr. Prather's representation of some clients who have a cause of action against the federal government. Naturally, we conduct our initial interview in a way designed to uncover any conflict that may exists. If we determine that a prohibited conflict of interest exists, either real or the appearance of such, we cannot accept that case.

In the area of Government Contracts, Mr. Prather's focus is on:

  • Formation and review of government contracts, including
    • Research and development (R&D);
    • Construction;
    • Cost reimbursement;
    • Automatic data processing equipment (ADPE) and services; and
    • Small business contracts.
  • Subcontracting and teaming agreements;
  • Cooperative agreements, grants, and "other" transactions (pursuant to 10 U.S.C. 2371); and
  • Bid protests, disputes, and equitable adjustments.
